一种编码速率的调整方法、基站和终端设备,基站接收终端设备的编码速率调整能力指示信息,其中,编码速率调整能力指示信息用于指示终端设备是否支持跨级速率调整;若终端设备支持跨级速率调整,则基站确定终端设备的跨级目标编码速率,跨级目标编码速率与终端设备的当前编码速率不相邻或相邻;基站向终端设备发送跨级目标编码速率。
