step 2: mixing tobacco stems and tobacco fragments uniformly, adding into water, extracting at 60-80deg.C for 20-40min, and performing solid-liquid separation to obtain mixed extractive solution of tobacco stems and tobacco fragments and first solid;
step 3: reflux-extracting pericarpium Citri Tangerinae obtained in step 1 with ethanol at 40-50deg.C for 20-30min, separating solid and liquid to obtain pericarpium Citri Tangerinae ethanol extractive solution and second solid, drying the second solid at 80-100deg.C, and grinding into 80-100 mesh to obtain pericarpium Citri Tangerinae granule;
step 4: grinding the first solid into slurry, adding plant fibers with the mass of 5-10% of that of the slurry for slurry preparation, adding the slurry and dried orange peel particles into a pre-papermaking pond together with the fiber slurry, mixing and stirring uniformly, and forming the substrate by net after slurry preparation;
step 5: mixing the mixed extract of tobacco stems and tobacco flakes obtained in the step 2 and the dried orange peel ethanol extract obtained in the step 3 after respective purification treatment to obtain a mixed solution, adding 1-2% of liquorice liquid, 0.1-0.5% of organic acid, 10-20% of polyalcohol and 1-5% of fruit extract into the mixed solution, uniformly mixing and concentrating to a density of 1.0-1.2 g/cm 3 The paste of (2) is coating liquid; the polyalcohol is at least one of propylene glycol and glycerol;
