Background
In the existing cell reselection process, a cell broadcasts a set of cell reselection parameters, and all terminals reselect according to the uniform cell reselection parameters. Such as: a reselection start measurement threshold (starting measurement of a neighboring cell when the serving cell signal is lower than the value), and a reselection delay time (when the neighboring cell signal is higher than the signal of the current cell for a period of time, the terminal reselects to a target cell).
For the cellular internet of things NB-IOT system, in the specification of 3GPP R13 release, the maximum value of the cell reselection start threshold is-70 dBm.
