本发明实施例提供了一种信号测量方法、装置、终端及***，涉及通信领域，所述方法包括：终端执行对接入网设备发送的第一信号的至少一个测量过程；当所述终端对应的参数信息满足预设条件时，所述终端启动对所述接入网设备发送的第二信号的至少一个测量过程；本发明实施例所示的方法，终端在实现某一管理过程中，对两种不同的信号进行协作测量，减少不必要的测量过程，在保证测量性能的同时，降低信号测量的次数，从而达到减少信号测量所需的测量时间，降低硬件资源消耗，提高测量效率的效果。
