The headrest adjusting device of the child safety seat is characterized by comprising a hanging plate (1), a flexible sleeve, a locking and unlocking mechanism and a bottom plate (5), wherein the flexible sleeve covers the outside of the hanging plate (1) and forms a headrest together with the hanging plate (1), the hanging plate (1) is arranged on a front supporting surface of a backrest (2) of the child safety seat through the locking and unlocking mechanism, the height of the hanging plate (1) relative to the backrest (2) is adjustable, and the hanging plate (1) can be pulled upwards through one hand to simultaneously unlock the locking and unlocking mechanism and adjust the height of the hanging plate (1); the locking and unlocking mechanism comprises a traction piece (4), one end of the traction piece (4) in the height direction is connected with the hanging plate (1), the other end of the traction piece is connected with the locking and unlocking mechanism, and the traction piece (4) can be driven to move when the hanging plate (1) is pulled upwards so as to unlock the locking and unlocking mechanism; the locking and unlocking mechanism is arranged on the bottom plate (5), a clamping matching structure is arranged between the traction piece (4) and the bottom plate (5) and used for forming clamping matching when the hanging plate (1) is pulled upwards continuously after the locking and unlocking mechanism is unlocked, so that the traction piece (4) drives the bottom plate (5) to move upwards integrally, and the height of the hanging plate (1) is adjusted.
