Specifically, as shown in fig. 3, the top cover 4 has three positions, and in the first position a (the top cover 4 is in a fully opened state, and the garbage can 5 is used for feeding), the spray rod mechanism 3 is located at the outer side of the garbage can 5 so as to avoid that the spray rod mechanism 3 influences the feeding of garbage; in the second position B (the top cover 4 is in a neutral state, and the garbage can 5 is completely fed), the spray rod mechanism 3 is just below the garbage can 5, and the spray head is just aligned with the garbage can 5 so as to clean the garbage can; in the third position C (the top cover 4 is in the closed state), the part of the spray rod mechanism 3 located below the top cover 4 is retracted to the bottom of the top cover 4 and is leveled with the box 10, so that the influence on the internal space of the box 10 is avoided, and thus, when the push plate mechanism slides in the box 10, the spray rod mechanism 3 does not influence the operation of the push plate mechanism.
