The specific method comprises the following steps: firstly, a block chain based on multi-centralization is adopted, namely only an authorized main node can generate a new block, the authorized main node is an administrator node in a background server, only authorized user terminals can access data to a block chain network, one user terminal represents one common node, the common node stores all block data, but only the right of verifying the block is available, and the right of generating the block is not available; and the address of the common node is linked with the personal information of the intelligent terminal, so that the calling and checking are convenient, three intelligent contracts are deployed for each user with the intelligent terminal, wherein the three intelligent contracts are an activity range intelligent contract, an equipment bearing pressure range intelligent contract and an equipment safety electric quantity range intelligent contract respectively, and the intelligent contracts are stored in a block chain.
