The waste removing upper frame lifting device according to claim 7, wherein when the waste removing frame is lowered, the motor is started and drives the transmission shaft and the two main chains to rotate clockwise through the driving chain, the main chains drive the first lifting chain and the second lifting chain to descend, the first lifting chain and the second lifting chain drive the screw rod connected with the first lifting chain and the second lifting chain to descend, the screw rod enables the sliding block to descend along the connecting guide rod through the check ring, the connecting sliding block descends and drives the waste removing frame to descend along the guide rod through the first check block, when the upper end of the second chain contacts the second limiter, the motor stops running, and the waste removing frame stops descending.
