In a preferred embodiment, the bag dragging device comprises a frame fixedly arranged at the open lower end of the fixing plate and a motor-driven roller 24 arranged on the frame.

the supervision platform comprises a garbage can information storage library, and the related information of each garbage can body recorded by the garbage can information storage library comprises: the mark number of the dustbin body, the name of the department where the dustbin body is located and the name of the main pipe of the department where the dustbin body is located; the bacteria alarm unit is connected with the supervision platform, and transmits and stores a bacteria information database in a garbage can information storage library; the supervision platform is connected to the cloud database and realizes data interaction with the cloud database; the supervision platform is connected with the mobile intelligent terminals of the departments in charge through the cloud database; the mobile intelligent terminals of the department managers are connected with the control mechanism of the dustbin body;
