2. The method of claim 1, further comprising: a user mobile terminal approaches a signal detection area of a near-field payment terminal;
the near field payment terminal screens the mobile terminal of the user to be deducted according to a preset program, and if the deduction condition of the near field payment system is met, the deduction information is displayed on the payment terminal;
the user confirms the displayed fee deduction information;
and the near field payment terminal deducts the fee from the user telephone account according to the user feedback information, or re-executes the process of screening the mobile terminal of the user to be deducted.

The method of claim 1, further comprising: if the fee deduction is successful, the mobile terminal network operator informs the mobile terminal user of fee deduction information through a short message of the mobile terminal network; if the deduction fails, the payment failure is prompted, and the payment process is executed again.
4. The method of claim 1, further comprising: and after the fee deduction is successful, the near field payment terminal executes a preset command.
5. The method of claim 1, further comprising the step of the mobile phone network operator giving the user a certain amount of credit to the payment account according to the consumption history and the user requirements, and reminding the user by short message.

The method of claim 1, further comprising the step that a mobile phone network operator makes a contract with the merchant who uses the near field payment terminal to pay the transaction account, and after deducting the fee from the user's telephone account, the mobile phone network operator transfers and pays the fee deduction to the account made into contract with the corresponding merchant after deducting the commission fee.

The method of claim 6, wherein a mobile phone network operator provides a payment application, binding with a settlement account of a merchant using the near field payment terminal; the payment receiving application is bound to the IMEI and/or SIM card and/or phone number of the merchant's reserved designated natural person.
8. The method of claim 1, further comprising: and setting a consumption amount in a preset program of the near-field payment terminal, and if the consumption amount exceeds the consumption amount, informing the user of inputting a verification code by a short message to confirm payment.

The method of claim 1, further comprising providing a merchant information service, a merchant using the near field payment terminal inquiring the detected information through the near field payment terminal and submitting a request to a mobile phone network operator; and the mobile phone network operator feeds back the required information to the merchant according to the requirements submitted by the merchant.
10. A near field payment system based on mobile phone network is characterized in that the system comprises a user mobile terminal and a near field payment terminal; the near field payment terminal comprises a communication device and a signal detection device;
the communication device is communicated with a user mobile terminal, a base station and a signal detection device;
the signal detection device comprises a signal receiving unit for receiving signals, a signal determining unit for judging parameters and a signal sending unit communicated with the communication device, and an electromagnetic shielding material is covered on the signal detection device to attenuate the signals;
the communication device receives a signal of the user mobile terminal and identifies user identity information; the signal receiving unit acquires parameter information of a user or a user mobile terminal and sends the parameter information to the signal determining unit, and the signal determining unit screens the user mobile terminal to be deducted according to the acquired parameter information; the signal sending unit sends the screening result of the signal determining unit to the communication device; the communication device communicates with the base station, and the mobile phone network operator deducts the fee from the user telephone fee account of the mobile terminal of the user to be deducted.
11. The system of claim 10, further comprising a display device;
the signal sending unit sends the screening result of the signal determining unit to the display device to display the information of the deduction account;
the user confirms the information of the deduction account displayed by the display device;
and the signal determining unit confirms the mobile terminal of the user to be deducted or re-executes the process of screening the mobile terminal of the user to be deducted according to the user feedback information.
12. The system of claim 10, further comprising a command execution unit;
the base station transmits the command of successful fee deduction back to the communication device, the communication device receives the command and sends the command to the command execution unit, and the command execution unit executes a preset command.
13. A near field payment terminal based on mobile phone network is characterized in that the near field payment terminal comprises a communication device and a signal detection device, wherein the signal detection device is covered with an electromagnetic shielding material to attenuate signals;
the communication device is communicated with a user mobile terminal, a base station and a signal detection device; receiving a user mobile terminal signal and identifying user identity information; and communicating with the base station to deduct the fee from the telephone fee account of the user mobile terminal;
the signal detection device comprises a signal receiving unit, a signal determining unit and a signal sending unit;
the signal receiving unit acquires parameter information of a user or a user mobile terminal;
the signal determining unit screens the mobile terminal of the user to be deducted according to the acquired parameter information;
the signal transmitting unit transmits the screening result of the signal determining unit to the communication device.
