and determining that the first cell is not adjacent to the second cell according to the first cell information, the second cell information and the preset adjacent relation information of the cell information, wherein the adjacent relation information is used for recording the corresponding relation between each cell and the adjacent cell.
8. The network device of claim 6, further comprising:
a zero clearing module, configured to clear the non-matching times if the non-matching times are not less than the first time threshold after the time period elapses, and/or:
and the second determining module is used for determining that the mobile terminal provided with the first identity identification card and the mobile terminal provided with the second identity identification card are not the same mobile terminal if the non-matching times are not less than the first time threshold after the time period.
9. The network device of any of claims 6 to 8, wherein the identification card is one of: the system comprises a subscriber identity module SIM, a universal subscriber identity module USIM, a user identity module UIM and an embedded subscriber identity module eSIM.
10. The network device according to any of claims 6 to 8, wherein the cell information is number information of a cell.
