The fixing mechanism 3 coaxially connects the pipe fitting with the lower ratchet wheel 3-6, and is provided with two air cylinders 3-1 for locking. The rotation angle of the pipe fitting 6 is ensured to be the same as that of the ratchet wheels 3-6.
