The network side issues the priority of each APN in the APN list, and the user terminal sequentially establishes the first default bearer and other default bearers except the first default bearer according to the priority and the service type which can be supported by the user terminal, so that the task load of the user terminal can be reduced; and the APN information can be issued by the network side in the process of establishing the default bearer each time instead of being stored in the user terminal in advance, so the network side can flexibly adjust the APN information, and the sequence of establishing the default bearer by the user terminal can be ensured to meet the real-time requirement of the network side.

The attach response message may further include a default BEARER establishment REQUEST message (activetefault EPS BEARER CONTEXT REQUEST) specified in the protocol, where the default BEARER establishment REQUEST message may carry an APN of a first default BEARER that the network requires to establish.
In step S23, the user terminal 201 sends an ATTACH COMPLETE message (ATTACH COMPLETE) to the network side 202.
The attach complete message is a message specified by the 3GPP protocol, and may carry a DEFAULT BEARER setup response message (ACTIVATE DEFAULT EPS BEARER CONTEXT ACCEPT) to set up a DEFAULT BEARER corresponding to the APN included in the DEFAULT BEARER setup request message.

A network access apparatus adapted to a network side, comprising: an attach request message receiving unit, adapted to receive an attach request message for requesting to establish a default bearer from a user terminal, where the attach request message includes a PDN default bearer establishment request message; the attach request message further includes capability information of the user terminal, and the capability information includes service types that the user terminal can support; an APN information generating unit, adapted to generate APN information according to the capability information, where the APN information includes an APN list corresponding to the capability information and a service type corresponding to each APN in the APN list; the APN information issuing unit is suitable for issuing APN information to a user terminal so that the user terminal establishes default load according to the APN information; the APN information also comprises the priority of each APN in the APN list; after receiving the APN information, the user terminal establishes a default bearer according to the APN information, and the method comprises the following steps: and establishing a first default bearer, wherein the first default bearer is a first default bearer established according to the APN information after the APN information is received, and the first default bearer corresponds to the APN with the highest priority.
