本发明实施例提供一种功率控制的方法、基站和用户设备,该方法包括:基站确定发射功率控制参数,所述功率控制参数用于确定用户设备的最大发射功率;所述基站向所述用户设备发送所述发射功率控制参数;所述基站指示所述用户设备使用所述用户设备的最大发射功率发送设备到设备信号,使得用户设备在移动通信***(例如LTE***)中进行D2D通信的时候可以快速获得最大发射功率。
