The OBU structure is composed of two parts, namely a passive unit and an active unit, wherein the passive unit comprises a UHF RFID chip and an antenna; the active unit comprises an MCU, a battery, an SAM card and a bank card payment module; the UHF RFID chip is provided with a communication interface and a power supply awakening output interface; the RFID chip is connected with the MCU by use of the communication interface; the RFID chip is activated by the energy electromagnetic wave which is emitted by an RSU and received by the antenna to communicate with the RSU; when the UHF RFID chip receives a command of turning on the OBU from the RSU, the UHF RFID chip outputs a signal from the power supply awakening output interface to activate a battery in the OBU to supply power for the active part. The invention provides a new OBU structure, wherein the radio-frequency communication is completed by use of a UHF RFID passive tag, and the OBU is turned on and awakened to perform communication higher in security certificate level only when the tag receives a related command; as the UHF RFID functions in a passive mode and the OBU does not consume power at all during sleep, the service life of the battery is prolonged, the requirement of the OBU on the capacity of the battery is reduced and the cost is reduced.
