Optionally, the determination request message is specifically the same as the control message, or may be a determination request message generated by the macro base station according to the control message.
After receiving the judgment request message, the core network device may determine the small base station according to the identifier, and when receiving the judgment request message, the core network device may identify the UE corresponding to the judgment request message, that is, the core network device may determine which UE the UE corresponding to the judgment request message is without receiving the identifier of the UE. After the core network device determines the small-sized base station and the UE, it may determine whether the UE is a valid UE with respect to the small-sized base station according to the relationship information obtained in advance, and if the UE is determined to be a valid UE with respect to the small-sized base station, the core network device may send the indication message to the macro base station to inform the macro base station that the UE is a valid UE of the small-sized base station.
In this embodiment, the determination of whether the UE is a valid UE with respect to the small base station may be performed by the core network device, so that a large amount of information about the relationship between the UE and the small base station stored in the macro base station may be saved.
As an optional implementation manner, the service transmission function specifically refers to a function of the small base station receiving service or data sent by the UE, and/or a function of sending service or data to the UE. For example, the function of turning on the service transmission of the small base station may be a function of turning on the small base station to receive service or data transmitted by the UE, and/or a function of turning on the small base station to transmit service data to the UE.
In the above technical solution, on the basis of the above embodiment, a step of determining whether the UE is a valid UE is added, so that only the valid UE of the small base station can control the start of the service transmission function of the small base station. Meanwhile, the UE can control the opening or closing of the service transmission function of the small base station, and the UE is controlled by user operation, so that the service transmission function of the small base station is controlled by a user, and the user can effectively control the power consumption of the small base station and the radiation of the small base station to a human body.

As an optional implementation manner, the request message received by the UE may also carry reason information for turning on or off the small cell base station.
For example, when the request message requests to turn on the service transmission function of the small base station, the request message may carry reason information indicating to turn on the service transmission function of the small base station, and the reason information may be reason information indicating that after turning on the service transmission function of the small base station, the small base station may provide a service with a higher quality of service than the service currently enjoyed by the user equipment, or reason information indicating that the UE needs to turn on assistance of the small base station for the current service.
For example, when the request message is a request for turning off the service transmission function of the small base station, the request message may carry reason information indicating that the service transmission function of the small base station is turned off, and the reason information may be reason information indicating that the small base station is currently in an idle mode or is in an idle mode for a long time. The reason information in the present invention includes, but is not limited to, the reason information listed above.

The foregoing steps may be specifically performed when the UE uses the small cell for the first time, and the foregoing legal UE may specifically mean that the UE can use the small cell, and the small cell can provide a service for the UE.
Therefore, the request message sent by the macro base station only to the legal UE of the small base station can be realized, and the service transmission function of controlling the small base station by the legal UE can be realized.
As an optional implementation manner, the determination of whether the UE is a valid UE with respect to the small base station may be specifically determined by a core network device (e.g., a mobility management entity or a serving gateway). In this embodiment, before performing step 501, the method may further include:
a macro base station sends a judgment request message to core network equipment so that the core network equipment judges whether UE is legal relative to a small base station or not according to relationship information of the UE and the small base station, wherein the relationship information is acquired by the core network equipment in advance, and the judgment request message carries an identifier of the small base station;

After receiving the judgment request message, the core network device may determine the small base station according to the identifier, and when receiving the judgment request message, the core network device may identify the UE corresponding to the judgment request message, that is, the core network device may determine which UE the UE corresponding to the judgment request message is without receiving the identifier of the UE. After the core network device determines the small-sized base station and the UE, it may determine whether the UE is a valid UE with respect to the small-sized base station according to the relationship information obtained in advance, and if the UE is determined to be a valid UE with respect to the small-sized base station, the core network device may send the indication message to the macro base station to inform the macro base station that the UE is a valid UE of the small-sized base station.
In this embodiment, the UE can be determined by the core network device with respect to whether the small base station is a valid UE, so that unnecessary storage overhead of the macro base station can be saved, and the request message sent by the macro base station only to the valid UE of the small base station can be realized, so as to control the service transmission function of the small base station by the valid UE.
As an optional implementation manner, step 501 may specifically include:
the macro base station sends a request message for requesting the legal UE to close the small base station to a mobile management entity, so that the mobile management entity sends the request message for requesting the legal UE to close the small base station to a current serving macro base station of the legal UE, and the current serving macro base station of the legal UE sends the request message for requesting the legal UE to close the small base station to the legal UE.

Optionally, the step of sending, by the macro base station to the mobility management entity, the request message for requesting the valid UE to close the small base station may specifically include:

Certainly, the present invention includes but is not limited to the condition that the time that the small base station is in the idle mode reaches a certain threshold, and for example, the present invention may further include that when the load of the macro base station is less than a certain threshold, that is, the macro base station may have an excess capacity to perform service transmission with the UE, a procedure for closing the small base station may be sent.
It should be noted that the macro base station receiving the control message for controlling the small base station sent by the current serving macro base station of the legitimate UE means that the macro base station receives the control message for controlling the small base station sent by all the macro base stations served by the legitimate UE of the small base stations. As for the above small base station having 5 legitimate UEs, the macro base station only receives the control message sent by the macro base station served by the 5 UEs, and the macro base station performs step 503 to send the indication message to the small base station, so as to control the service transmission function of the small base station to be turned off.
Optionally, after the current serving macro base station of the legitimate UE receives the request message, the request message may be specifically sent to the legitimate UE through a broadcast message. Such as by sending the request message via a paging message.
After receiving the request message, the legitimate UE may select whether to close the small base station according to a user operation or an application program, and if so, send the control message instructing to close the service transmission function of the small base station to the current serving macro base station.
In this embodiment, it may be implemented that the macro base station sends the control message to the small base station only if all UEs of the small base station send the control message instructing to close the service transmission function of the small base station.
As an optional implementation manner, when there is a master UE in the legal UEs corresponding to the small base station, step 501 may specifically include:

As an optional implementation manner, the service transmission function specifically refers to a function of the small base station receiving service or data sent by the UE, and/or a function of sending service or data to the UE. In this embodiment, it can be realized that only the legitimate UE of the small cell can control the opening or closing of the service transmission function of the small cell, so as to avoid the illegitimate UE from opening or closing the service transmission function of the small cell.
As an optional implementation manner, the service transmission function specifically refers to a function of the small base station receiving service or data sent by the UE, and/or a function of sending service or data to the UE. For example, the function of turning on the service transmission of the small base station may be a function of turning on the small base station to receive service or data transmitted by the UE, and/or a function of turning on the small base station to transmit the service or data to the UE.
In the foregoing technical solution, it may be implemented on the basis of the above embodiment that, after the small base station turns on or turns off the service transmission function, a message indicating that the service transmission function with the UE is turned on or off may be sent to the macro base station. In this embodiment, the control information may be generated according to the state of the application program of the UE, so that the UE may automatically control the start or state of the service transmission function of the small base station. Of course, the above-mentioned application program is approved by the user, but the user does not need to perform any operation in the process of generating the control message, but the conditions for generating the control message are set or approved by the user. If the user presets the application program, when the user plane data transmission with the network side is needed, the application program triggers and generates the control message.
And a control message sending unit 93, configured to send the control message to the macro base station, so that the macro base station instructs, according to the command information, the small base station corresponding to the identifier to start or close a service transmission function with the UE.
The control message may be explicit information indicating to turn on or turn off the small base station, or may be acknowledgement information of a request message for starting or turning off the small base station, which is sent by the macro base station.
Therefore, the macro base station can send the request message to the UE, and the UE generates the control message after receiving the request message so as to control the opening or closing of the service transmission function of the small base station. Of course, after receiving the request message sent by the macro base station, the UE may also reject the request according to the operation information or the application program input by the user, and send an indication message indicating not to turn on or turn off the small base station to the macro base station.
As an alternative embodiment, the present invention may also be implemented when the request message receiving unit 91 does not exist, in this embodiment, the UE actively sends the control message to the macro base station. Of course, in this embodiment, the control message sent by the control message sending unit 93 may carry an identifier of the small base station, so as to determine the small base station according to the identifier by using the macro base station, and send the control message to the determined small base station, thereby implementing control of the service transmission function of the small base station.
As an optional implementation, the UE may further include:

In this embodiment, it can be realized that only the legitimate UE of the small cell can control the opening or closing of the service transmission function of the small cell, so as to avoid the illegitimate UE from opening or closing the service transmission function of the small cell.

Therefore, when the small base station fails to start or close the service transmission function, the UE can know that the UE can generate a prompt signal after receiving the message so as to inform a user that the small base station fails to start or close the service transmission function, so that the user can take corresponding measures.
Optionally, the message carries reason information of failure of the small base station to start or close the service transmission function.
Optionally, the reason information may specifically be reason information indicating that a power supply is not turned on or indicating that a small base station has a certain fault, and the reason information may be displayed after the UE receives the reason information, so that a user may adopt a corresponding measure.
As an optional implementation manner, the service transmission function specifically refers to a function of the small base station receiving service or data sent by the UE, and/or a function of sending service or data to the UE. For example, the function of turning on the service transmission of the small base station may be a function of turning on the small base station to receive service or data transmitted by the UE, and/or a function of turning on the small base station to transmit service data to the UE.
In the foregoing technical solution, on the basis of the above embodiment, the UE may receive the request sent by the macro base station to open or close the service transmission function of the small base station, so that the macro base station may trigger the opening or closing of the service transmission function of the small base station. Meanwhile, the service transmission function of the small base station can be controlled by a user, so that the user can effectively control the power consumption of the small base station and the radiation of the small base station to a human body.

In the above technical solution, the macro base station receives a control message sent by the UE, generates an indication message based on the control message, and sends the indication message to the small base station corresponding to the identifier, where the indication message is used to indicate to turn on or turn off the service transmission function of the small base station, so that the UE can control the turning on or off of the service transmission function of the small base station, and the UE is controlled by a user operation, so that the service transmission function of the small base station is controlled by the user, and thus the user can effectively control the power consumption of the small base station and the radiation of the small base station to a human body.

The first relation information receiving unit or the second relation information receiving unit may receive the relation information sent by the UE or the small cell, specifically, the relation information may be received when the UE uses the small cell for the first time, and the legitimate UE may specifically mean that the UE may use the small cell, and the small cell may provide a service for the UE.
As an optional implementation manner, the determination of whether the UE is a valid UE with respect to the small base station may be specifically determined by a core network device (e.g., a mobility management entity or a serving gateway). As shown in fig. 12, the indication message generating unit 112 may further include:
a judgment request unit 1123, configured to send a judgment request message to a core network device, so that the core network device judges whether the UE is a valid UE with respect to a small base station according to relationship information between the UE and the small base station, where the relationship information is acquired by the core network device in advance, and the judgment request message carries an identifier of the small base station;

Optionally, the received message indicating that the UE is a valid UE with respect to the small base station is specifically sent by the core network device when the core network device determines that the UE is a valid UE.
After receiving the judgment request message, the core network device may determine the small base station according to the identifier, and when receiving the judgment request message, the core network device may identify the UE corresponding to the judgment request message, that is, the core network device may determine which UE the UE corresponding to the judgment request message is without receiving the identifier of the UE. After the core network device determines the small-sized base station and the UE, it may determine whether the UE is a valid UE with respect to the small-sized base station according to the relationship information obtained in advance, and if the UE is determined to be a valid UE with respect to the small-sized base station, the core network device may send the indication message to the macro base station to inform the macro base station that the UE is a valid UE of the small-sized base station.
In this embodiment, the determination of whether the UE is a valid UE with respect to the small base station may be performed by the core network device, so that a large amount of information about the relationship between the UE and the small base station stored in the macro base station may be saved.
As an optional implementation manner, the service transmission function specifically refers to a function of the small base station receiving service or data sent by the UE, and/or a function of sending service or data to the UE. For example, the function of turning on the service transmission of the small base station may be a function of turning on the small base station to receive service or data transmitted by the UE, and/or a function of turning on the small base station to transmit service data to the UE.
In the foregoing technical solution, on the basis of the above embodiment, it can be achieved that only the valid UE of the small bs can control the start of the service transmission function of the small bs. Meanwhile, the UE can control the opening or closing of the service transmission function of the small base station, and the UE is controlled by user operation, so that the service transmission function of the small base station is controlled by a user, and the user can effectively control the power consumption of the small base station and the radiation of the small base station to a human body.

Optionally, when the request message is a request to start a service transmission function of the small base station, before the request message sending unit 121 sends the request message to the UE, the UE may already establish an RRC connection with the macro base station, and the service transmission function of the small base station is currently in a closed state, so that the macro base station may send the request message to the UE to request the UE to initiate a message to start the service transmission function to the small base station.
Optionally, when the request message requests to start the service transmission function of the small base station, the request message sent by the macro base station to the UE may further carry an identifier of the small base station, so that the user knows which small base station the macro base station requests to start the service transmission function. Of course, when only one small bs serving the UE is determined, the UE may not carry the indication of the small bs.
Optionally, when the request message requests to close the service transmission function of the small base station, before the request message sending unit 121 sends the request message to the UE, the UE may already establish an RRC connection with the macro base station, the small base station already opens the service transmission function, and the UE and the small base station may already establish a connection, perform data transmission, or not perform data transmission. When the UE triggers to perform RRC connection release with the macro base station, the macro base station may send the request message to the UE, requesting the UE to close the service transmission function of the small base station. The UE may also maintain RRC connection with the macro base station, but the small base station is currently in an idle state, and at this time, the macro base station may also send the request message to the UE to request to close the service transmission function of the small base station.
As an optional implementation manner, the request message received by the UE may also carry reason information for turning on or off the small cell base station.
For example, when the request message requests to turn on the service transmission function of the small base station, the request message may carry reason information indicating to turn on the service transmission function of the small base station, and the reason information may be reason information indicating that after turning on the service transmission function of the small base station, the small base station may provide a service with better quality than the service currently enjoyed by the user equipment, or reason information indicating that the UE needs to turn on assistance of the small base station for the current service.
For example, when the request message is a request for turning off the service transmission function of the small base station, the request message may carry reason information indicating that the service transmission function of the small base station is turned off, and the reason information may be reason information indicating that the small base station is currently in an idle mode or is in an idle mode for a long time. The reason information in the present invention includes, but is not limited to, the reason information listed above.

Optionally, before the second determining unit (not shown in the drawings) performs the above determination, the macro base station may obtain relationship information (subscription relationship or association relationship) between the UE and the small base station, such as relationship information sent by the small base station or relationship information sent by the UE, where the relationship information indicates whether the UE is a legitimate UE of the small base station.
Therefore, the request message sent by the macro base station only to the legal UE of the small base station can be realized, and the service transmission function of controlling the small base station by the legal UE can be realized.

a second control information forwarding unit (not shown in the drawings), configured to send a determination request message to a core network device, so that the core network device determines, according to relationship information between the UE and the small base station, which is obtained by the core network device in advance, whether the UE is a valid UE with respect to the small base station, where the determination request message carries an identifier of the small base station;
a second indication message receiving unit (not shown in the figure) for receiving a message indicating that the UE is a legal UE with respect to the small base station.
Optionally, the received message indicating that the UE is a valid UE with respect to the small base station is specifically sent by the core network device when the core network device determines that the UE is a valid UE.
Optionally, the determination request message is specifically a determination request message generated by the macro base station according to the request message.
After receiving the judgment request message, the core network device may determine the small base station according to the identifier, and when receiving the judgment request message, the core network device may identify the UE corresponding to the judgment request message, that is, the core network device may determine which UE the UE corresponding to the judgment request message is without receiving the identifier of the UE. After the core network device determines the small-sized base station and the UE, it may determine whether the UE is a valid UE with respect to the small-sized base station according to the relationship information obtained in advance, and if the UE is determined to be a valid UE with respect to the small-sized base station, the core network device may send the indication message to the macro base station to inform the macro base station that the UE is a valid UE of the small-sized base station.
In this embodiment, the UE can be determined by the core network device with respect to whether the small base station is a valid UE, so that unnecessary storage overhead of the macro base station can be saved, and the request message sent by the macro base station only to the valid UE of the small base station can be realized, so as to control the service transmission function of the small base station by the valid UE.
As an optional implementation manner, the request message sending unit 121 may be further configured to send a request message requesting the valid UE to close the small cell to a mobile management entity, so that the mobile management entity sends the request message requesting the valid UE to close the small cell to a current serving macro base station of the valid UE, so that the current serving macro base station of the valid UE sends the request message requesting the valid UE to close the small cell to the valid UE.
It should be noted that, if all the UEs are under the current macro base station, the macro base station may directly send a message requesting to close the small base station to all the UEs without sending a request to the mobility management entity.
As an optional implementation manner, the control message receiving unit 122 may be further configured to directly or indirectly receive a control message for controlling the small cell sent by the current serving macro base station of the legitimate UE, where the control message carries a command message and an identifier of the small cell, the command message is used to command the macro base station to open or close a service transmission function of the small cell, and the control message is sent by the legitimate UE to the current serving macro base station of the legitimate UE.
Optionally, the above indirectly receiving the control message for controlling the small base station, sent by the current serving macro base station of the valid UE, means that the macro receives the control message sent by the core network device, where the control message is sent to the core network device by the current serving macro base station of the valid UE.
It should be noted that the macro base station receiving the control message for controlling the small base station sent by the current serving macro base station of the legitimate UE means that the macro base station receives the control message for controlling the small base station sent by all the macro base stations served by the legitimate UE of the small base stations. As for the above small base station, there are 5 legitimate UEs, and the macro base station only receives the control message sent by the macro base station served by the 5 UEs, and the instruction message generating unit 123 sends the instruction message to the small base station, so as to control the closing of the service transmission function of the small base station.
Optionally, after the current serving macro base station of the legitimate UE receives the request message, the request message may be specifically sent to the legitimate UE through a broadcast message. Such as by sending the request message via a paging message.
Optionally, the request message sending unit 121 may be further configured to send, when the time that the macro base station measures that the small base station is in the idle mode reaches a certain threshold, a request message requesting the valid UE to close the small base station to a mobility management entity, so that the mobility management entity sends, to a current serving macro base station of the valid UE, the request message requesting the closing of the small base station, so that the current serving macro base station of the valid UE sends, to the valid UE, the request message requesting the closing of the small base station.
And after receiving the request message, the legal UE can select whether to close the small base station according to the operation or application program of the user, and if so, the legal UE sends the control message indicating to close the service transmission function of the small base station to the current serving macro base station of the legal UE.
In this embodiment, it may be implemented that the macro base station sends the control message to the small base station only if all UEs of the small base station send the control message instructing to close the service transmission function of the small base station.
As an optional implementation manner, when there is a main control UE in a legal UE corresponding to the small base station, the request message sending unit 121 may be further configured to send a request message requesting the main control UE to close the small base station to a mobile management entity, so that the mobile management entity sends the request message requesting the current serving macro base station of the main control UE to close the small base station, so that the current serving macro base station of the main control UE sends the request message requesting the main control UE to close the small base station;
as an optional implementation manner, when a master control UE exists in a valid UE corresponding to the small base station, the control message receiving unit 122 may be further configured to directly or indirectly receive a control message for controlling the small base station, where the control message is sent by a current serving macro base station of the master control UE, where the control message carries a command message and an identifier of the small base station, the command message is used to command the macro base station to turn on or turn off a service transmission function of the small base station, and the control message is sent by the master control UE to the current serving macro base station of the master control UE.
It should be noted that, if the main control UE is under the current macro base station, that is, the macro base station is the serving empty base station of the main control UE, the macro base station may directly send a message requesting to close the small base station to the main control UE without sending a request to the mobility management entity.
In this embodiment, the small base station has the master control UE, and certainly, the small base station may have a plurality of legal UEs besides the master control UE, but the macro base station sends the indication message to the small base station only after receiving the control message sent by the master control UE, so that the service transmission function of the small base station can be closed only by the master control UE.
When the control message instructs to turn off the traffic function of the small coverage base station, the UE and the small coverage base station are in a state of maintaining data plane connection before the request message transmitting unit 121 transmits the request message to the UE.
Optionally, the request message sending unit 121 may be further configured to send, to a mobility management entity, a request message requesting the main control UE to close the small base station when the time that the macro base station measures that the small base station is in the idle mode reaches a certain threshold, so that the mobility management entity sends, to a current serving macro base station of the main control UE, the request message requesting the closing of the small base station, so that the current serving macro base station of the main control UE sends, to the main control UE, the request message requesting the closing of the small base station.
As an optional implementation, the macro base station may further include:
a failure message receiving unit (not shown in the drawings), configured to receive, when the small cell base station fails to start or close the service transmission function of the small cell base station, a message that indicates that the small cell base station fails to start or close the service transmission function, where the message carries reason information of the failure of the small cell base station to start or close the service transmission function;

As an optional implementation manner, the service transmission function specifically refers to a function of the small base station receiving service or data sent by the UE, and/or a function of sending service or data to the UE. For example, the function of turning on the service transmission of the small base station may be a function of turning on the small base station to receive service or data transmitted by the UE, and/or a function of turning on the small base station to transmit service data to the UE.

In the technical scheme, a small base station receives an indication message sent by a macro base station, wherein the indication message is generated by the macro base station based on a control message sent by UE (user equipment), and the indication message is used for indicating to start or close a service transmission function between the small base station and the UE; and the small base station starts or closes a service transmission function between the small base station and the UE according to the indication message. Therefore, the UE can control the opening or closing of the service transmission function of the small-sized base station, and the UE is controlled by the operation of the user, so that the service transmission function of the small-sized base station is controlled by the user, and the user can effectively control the power consumption of the small-sized base station and the radiation of the small-sized base station to a human body.

a signal detection function starting unit (not shown in the drawings) for periodically starting a signal detection function to acquire an indication message sent by the macro base station;
optionally, when the small base station turn-on signal detection function is turned on, the small base station may specifically detect a simple pulse signal, a low layer signaling (for example, a physical layer signaling) or a high layer message (for example, an MAC layer or an RRC layer message) sent by the macro base station, to detect whether the macro base station requires to turn on or turn off a service transmission function between the small base station and the UE.
In this embodiment, the small base station does not need the detection function of the long-term on signal, and thus the effect of saving the power consumption of the small base station can be achieved.
As an optional implementation manner, the control unit 142 may be further configured to turn on a service transmission function of the failed small base station or turn off the failed small base station according to the control message;
optionally, in this embodiment, the small cell base station may further include:
a second indication message sending unit (not shown in the drawing), configured to send, to the macro base station, a message indicating that the service transmission function between the macro base station and the UE fails to be opened or closed when the service transmission function fails to be opened or closed.
Optionally, the message carries the reason information of the opening failure.

When the UE is judged to be a valid UE of the small base station corresponding to the identifier, the macro base station may send the control message to the small base station, so as to control the turning on or off of the service transmission function of the small base station.
In this embodiment, it can be realized that only the legitimate UE of the small cell can control the opening or closing of the service transmission function of the small cell, so as to avoid the illegitimate UE from opening or closing the service transmission function of the small cell.
As an optional implementation manner, the service transmission function specifically refers to a function of the small base station receiving service or data sent by the UE, and/or a function of sending service or data to the UE. For example, the function of turning on the service transmission of the small base station may be a function of turning on the small base station to receive service or data transmitted by the UE, and/or a function of turning on the small base station to transmit the service or data to the UE.

In this embodiment, it can be realized that only the legitimate UE of the small cell can control the opening or closing of the service transmission function of the small cell, so as to avoid the illegitimate UE from opening or closing the service transmission function of the small cell.
As an optional implementation manner, when the small base station fails to turn on or off the service transmission function, after the processor 172 sends the control message to the macro base station, the following steps may be further performed:

It should be noted that, when the control message indicates to start the service transmission function of the small base station, the macro base station transmits the control message to the small base station after receiving the control message, and the small base station starts the service transmission function after receiving the control message. When the small base station starts the service transmission function, the UE can perform service transmission with the small base station, and when the small base station closes the service transmission function, the UE ends the service transmission with the small base station.

As an optional implementation manner, the determination of whether the UE is a valid UE with respect to the small base station may be specifically determined by a core network device (e.g., a mobility management entity or a serving gateway). In this embodiment, the step executed by the processor 192 of determining whether the UE is a valid UE with respect to the small base station according to the relationship information between the UE and the small base station, which is acquired in advance, may specifically include:
sending a judgment request message to core network equipment so that the core network equipment judges whether the UE is legal relative to the small base station or not according to relationship information, acquired by the core network equipment in advance, of the UE and the small base station, wherein the judgment request message carries an identifier of the small base station;
receiving a message indicating that the UE is legal relative to the small base station, and triggering to send an indication message to the small base station corresponding to the identifier.
Optionally, the message indicating that the UE is a valid UE with respect to the small base station received in the above step is specifically sent by the core network device when the core network device determines that the UE is a valid UE.
After receiving the judgment request message, the core network device may determine the small base station according to the identifier, and when receiving the judgment request message, the core network device may identify the UE corresponding to the judgment request message, that is, the core network device may determine which UE the UE corresponding to the judgment request message is without receiving the identifier of the UE. After the core network device determines the small-sized base station and the UE, it may determine whether the UE is a valid UE with respect to the small-sized base station according to the relationship information obtained in advance, and if the UE is determined to be a valid UE with respect to the small-sized base station, the core network device may send the indication message to the macro base station to inform the macro base station that the UE is a valid UE of the small-sized base station.
In this embodiment, the determination of whether the UE is a valid UE with respect to the small base station may be performed by the core network device, so that a large amount of information about the relationship between the UE and the small base station stored in the macro base station may be saved.

Therefore, the request message sent by the macro base station only to the legal UE of the small base station can be realized, and the service transmission function of controlling the small base station by the legal UE can be realized.
As an optional implementation manner, before performing the step of generating an indication message based on the control message and sending the indication message to the small base station corresponding to the identifier, the processor 202 is further configured to perform the following steps:
sending a judgment request message to core network equipment so that the core network equipment judges whether the UE is legal relative to the small base station or not according to relationship information, acquired by the core network equipment in advance, of the UE and the small base station, wherein the judgment request message carries an identifier of the small base station;
receiving a message indicating that the UE is legal relative to the small base station, and triggering a step of sending a request message requesting to turn on or off the small base station to the UE.
After the core network device receives the judgment request message, the small base station may be determined according to the identifier, and when the core network device receives the judgment request message, the core network device may determine the UE corresponding to the judgment request message without receiving the identifier of the UE, that is, the core network device may determine which UE sends the control message without receiving the identifier of the UE.
Optionally, the message indicating that the UE is a valid UE with respect to the small base station received in the above step is specifically sent by the core network device when the core network device determines that the UE is a valid UE.
Optionally, the determination request message is specifically a determination request message generated by the macro base station according to the request message.
After the core network device determines the small-sized base station and the UE, it may determine whether the UE is a valid UE with respect to the small-sized base station according to the relationship information obtained in advance, and if the UE is determined to be a valid UE with respect to the small-sized base station, the core network device may send the indication message to the macro base station to inform the macro base station that the UE is a valid UE of the small-sized base station.
In this embodiment, the UE can be determined by the core network device with respect to whether the small base station is a valid UE, so that unnecessary storage overhead of the macro base station can be saved, and the request message sent by the macro base station only to the valid UE of the small base station can be realized, so as to control the service transmission function of the small base station by the valid UE.
As an optional implementation manner, the step of the processor 202, when executing the step of generating the indication message based on the control message, and sending the indication message to the small base station corresponding to the identifier may specifically include:

Optionally, the step of sending, by the macro base station to the mobility management entity, the request message for requesting the valid UE to close the small base station may specifically include:

After receiving the request message, the legitimate UE may select whether to close the small base station according to a user operation or an application program, and if so, send the control message instructing to close the service transmission function of the small base station to the current serving macro base station.
In this embodiment, it may be implemented that the macro base station sends the control message to the small base station only if all UEs of the small base station send the control message instructing to close the service transmission function of the small base station.
As an optional implementation manner, when there is a master UE in the legal UE corresponding to the small base station, the step of the processor 202, when executing sending the request message requesting to turn on or turn off the small base station to the UE, may specifically include:

As an optional implementation manner, before performing the step of receiving the indication message sent by the macro base station, the processor 222 may be further configured to perform the following steps:

Optionally, when the small base station turn-on signal detection function is turned on, the small base station may specifically detect a simple pulse signal, a low layer signaling (for example, a physical layer signaling) or a high layer message (for example, an MAC layer or an RRC layer message) sent by the macro base station to detect whether the macro base station requires turning on or off the service transmission function of the small base station

When the UE is judged to be a valid UE of the small base station corresponding to the identifier, the macro base station may send the control message to the small base station, so as to control the turning on or off of the service transmission function of the small base station.
In this embodiment, it can be realized that only the legitimate UE of the small cell can control the opening or closing of the service transmission function of the small cell, so as to avoid the illegitimate UE from opening or closing the service transmission function of the small cell.

In the foregoing technical solution, it may be implemented on the basis of the above embodiment that, after the small base station turns on or turns off the service transmission function, a message indicating to turn on or turn off the service transmission function may be sent to the macro base station. Meanwhile, the UE can control the opening or closing of the service transmission function of the small base station, and the UE is controlled by user operation, so that the service transmission function of the small base station is controlled by a user, and the user can effectively control the power consumption of the small base station and the radiation of the small base station to a human body.

In the technical scheme, the UE generates a control message for controlling the small base station, wherein the control message carries a command message and an identifier of the small base station, and the command message is used for commanding the macro base station to start or close a service transmission function of the small base station; and the UE sends the control message to the macro base station so that the macro base station indicates the small base station corresponding to the identifier to start or close a service transmission function between the UE and the macro base station according to the command information. Therefore, the UE can control the opening or closing of the service transmission function of the small-sized base station, and the UE is controlled by user operation, so that the service transmission function of the small-sized base station is controlled by a user, and the user can effectively control the power consumption of the small-sized base station and the radiation of the small-sized base station to a human body.

and the user equipment sends the control message to the macro base station, so that the macro base station instructs the small base station corresponding to the identifier to start or close a service transmission function between the user equipment and the small base station according to the command information.
2. The method of claim 1, wherein before the user device sends the control message to the macro base station, the method further comprises:
and the user equipment receives a request message which is sent by the macro base station and requests to open or close the small base station.
3. The method of claim 2, wherein the receiving, by the user equipment, the request message sent by the macro base station requesting to turn on or off the small base station comprises:

the macro base station generates an indication message based on the control message, wherein the indication message is used for indicating to turn on or turn off a service transmission function between the small base station and the user equipment;
and the macro base station sends the indication message to the small base station corresponding to the identifier so as to enable the small base station to start or close a service transmission function between the macro base station and the user equipment.
9. The method of claim 8, wherein when the indication message indicates to turn on a traffic transmission function between the small base station and the user equipment, the macro base station generating an indication message based on the control message comprises:
when the macro base station establishes Radio Resource Control (RRC) connection with the user equipment, generating an indication message based on the control message; or
The macro base station generates an indication message based on the control message after establishing RRC connection with the user equipment;
when the indication message indicates to close the service transmission function between the small base station and the user equipment, the macro base station generating an indication message based on the control message includes:
and the macro base station generates an indication message based on the control message and releases RRC connection with the user equipment.
10. The method of claim 8, wherein the macro base station generating an indication message based on the control message comprises:
the macro base station judges whether the user equipment is legal or not relative to the small base station according to relationship information between the user equipment and the small base station acquired in advance; when the judgment result is yes, generating an indication message based on the control message; or
The macro base station sends a judgment request message to core network equipment so that the core network equipment judges whether the user equipment is legal or not relative to the small base station according to relationship information, acquired in advance by the core network equipment, of the user equipment and the small base station, wherein the judgment request message carries an identifier of the small base station;
and the macro base station receives a message indicating that the user equipment is legal user equipment relative to the small base station, and generates an indication message based on the control message.
11. The method of claim 10, wherein the method further comprises:
the macro base station receives relationship information, sent by the user equipment, of the user equipment and the small base station, wherein the relationship information indicates a subscription relationship between the user equipment and the small base station; or,
the macro base station receives relationship information, sent by the small base station, of the user equipment and the small base station, wherein the relationship information indicates a subscription relationship between the user equipment and the small base station; or,
and the macro base station receives relationship information between the user equipment and the small base station, which is sent by core network equipment, wherein the relationship information indicates the subscription relationship between the user equipment and the small base station.
12. The method of claim 8, wherein prior to the macro base station receiving a control message sent by the user equipment to control the small base station, the method further comprises:
and the macro base station sends a request message for requesting to turn on or turn off the small base station to the user equipment.
13. The method of claim 12, wherein the macro base station sending a request message to the user device requesting to turn on or off the small base station comprises:
and the macro base station sends a request message for requesting to open or close the small base station to the user equipment, wherein the request message carries reason information for opening or closing the small base station.
14. The method of claim 12 or 13, wherein prior to the macro base station sending a request message to the user equipment requesting to turn on or off the small base station, the method further comprises:
the macro base station judges whether the user equipment is legal or not relative to the small base station according to relationship information between the user equipment and the small base station acquired in advance; and triggering the step of sending a request message for requesting to turn on or turn off the small-sized base station to the user equipment when the judgment result is yes.
15. The method of claim 12 or 13, wherein prior to the macro base station sending a request message to the user equipment requesting to turn on or off the small base station, the method further comprises:
the macro base station sends a judgment request message to core network equipment so that the core network equipment judges whether the user equipment is legal or not relative to the small base station according to relationship information, acquired in advance by the core network equipment, of the user equipment and the small base station, wherein the judgment request message carries an identifier of the small base station;
the macro base station receives a message indicating that the user equipment is legal user equipment relative to the small base station.
16. The method of claim 12 or 13, wherein the macro base station sending a request message to the user equipment requesting to turn on or off the small base station comprises:
the macro base station sends a request message for requesting legal user equipment to close the small base station to a mobile management entity, so that the mobile management entity sends the request message for requesting the legal user equipment to close the small base station to a current serving macro base station of the legal user equipment, and the current serving macro base station of the legal user equipment sends the request message for requesting the legal user equipment to close the small base station to the legal user equipment.
17. The method of claim 8, wherein the macro base station receiving a control message sent by the user equipment to control the small base station comprises:
the macro base station directly or indirectly receives a control message for controlling the small base station, which is sent by a legal user equipment current serving macro base station of the small base station, wherein the control message carries a command message and an identifier of the small base station, the command message is used for commanding the macro base station to start or close a service transmission function of the small base station, and the control message is sent to the legal user equipment current serving macro base station by the legal user equipment.
18. The method of claim 12 or 13, wherein when a master user equipment exists in a legal user equipment corresponding to the small base station, the macro base station sending a request message to the user equipment to request to turn on or turn off the small base station comprises:
the macro base station sends a request message for requesting the main control user equipment to close the small base station to a mobile management entity, so that the mobile management entity sends the request message for requesting the main control user equipment to close the small base station to a current serving macro base station of the main control user equipment, and the current serving macro base station of the main control user equipment sends the request message for requesting the main control user equipment to close the small base station to the main control user equipment.

The method of claim 8, wherein when a master control user equipment exists in a legal user equipment corresponding to the small base station, the receiving, by the macro base station, a control message for controlling the small base station, the control message being sent by the user equipment, includes:
the macro base station directly or indirectly receives a control message for controlling the small base station, which is sent by the current serving macro base station of the main control user equipment, wherein the control message carries a command message and an identifier of the small base station, the command message is used for commanding the macro base station to start or close a service transmission function of the small base station, and the control message is sent to the current serving macro base station of the main control user equipment by the main control user equipment.

The method of any one of claims 8 to 13, wherein when the small base station fails to turn on or off the service transmission function of the small base station, after the macro base station sends a control message indicating to turn on or off the service transmission function of the small base station to the small base station corresponding to the identifier, the method further comprises:
the macro base station receives a message which is sent by the small base station and indicates that the service transmission function between the small base station and the user equipment fails to be started or closed, wherein the message carries reason information of the failure of the small base station in starting or closing the service transmission function;
and the macro base station sends the message indicating that the service transmission function between the small base station and the user equipment fails to be opened or closed to the user equipment.
21. A method for controlling a small base station, comprising:

a request message receiving unit, configured to receive a request message that requests to turn on or turn off the small base station and is sent by the macro base station.

The ue of claim 30, wherein the failure message receiving unit is further configured to receive a message sent by the macro base station and indicating that the operation of the small base station on or off fails with the ue, where the message carries information of a reason for the failure of the operation of the small base station on or off with the ue.
32. A macro base station, comprising: a control message receiving unit, an indication message generating unit and an indication message sending unit, wherein:
a control message receiving unit, configured to receive a control message for controlling a small base station, where the control message carries a command message and an identifier of the small base station, and the command message is used to command a macro base station to start or close a service transmission function of the small base station;
an indication message generating unit, configured to generate an indication message based on the control message, where the indication message is used to indicate to turn on or turn off a service transmission function between the small base station and the user equipment;
and the indication message sending unit is used for sending the indication message to the small base station corresponding to the identifier so as to enable the small base station to start or close a service transmission function between the small base station and the user equipment.

The macro base station of claim 32, wherein, when the indication message indicates to turn on a traffic transmission function between the small base station and the user equipment, the indication message generating unit is further configured to generate an indication message based on the control message when establishing an RRC connection with the user equipment; or
The indication message generating unit is further configured to generate an indication message based on the control message after establishing an RRC connection with the user equipment;
when the indication message indicates to close the service transmission function between the small base station and the user equipment, the indication message generating unit is further configured to generate an indication message based on the control message, and release the RRC connection with the user equipment.

the first judging unit is used for judging whether the user equipment is legal user equipment relative to the small base station or not according to relationship information of the user equipment and the small base station acquired in advance;

a second relation information receiving unit, configured to receive relation information between the ue and the small cell base station, where the relation information indicates a subscription relation between the ue and the small cell base station, and is sent by the small cell base station; or,
a second relation information receiving unit, configured to receive relation information between the ue and the small base station, where the relation information indicates a subscription relation between the ue and the small base station, and is sent by a core network device.
36. The macro base station of claim 32, wherein the macro base station further comprises:
a request message sending unit, configured to send a request message requesting to turn on or turn off the small cell base station to the ue.
37. The macro base station of claim 36, wherein the macro base station further comprises:
a second judging unit, configured to judge whether the ue is a valid ue with respect to the small base station according to relationship information between the ue and the small base station, which is obtained in advance;

The macro base station according to claim 32 or 38, wherein the control message receiving unit is further configured to directly or indirectly receive a control message for controlling the small base station, sent by a valid user equipment of the small base station currently serving the macro base station, where the control message carries a command message and an identifier of the small base station, the command message is used to command the macro base station to turn on or turn off a service transmission function of the small base station, and the control message is sent by the valid user equipment to the valid user equipment currently serving the macro base station.

a failure message sending unit, configured to send, to the ue, the message indicating that the service transmission function between the small base station and the ue fails to be turned on or turned off.
43. A small base station, comprising: an indication message receiving unit and a control unit, wherein:
an indication message receiving unit, configured to receive an indication message sent by a macro base station, where the indication message is generated by the macro base station based on a control message sent by a user equipment, and the indication message is used to indicate to turn on or turn off a service transmission function with the user equipment;
and the control unit is used for starting or closing the service transmission function between the user equipment and the control unit according to the indication message.
44. The small cell base station of claim 43, wherein the small cell base station further comprises:
and the signal detection function starting unit is used for periodically starting the signal detection function so as to acquire the indication message sent by the macro base station.
45. The small cell base station of any one of claims 43 or 44, wherein the small cell base station further comprises:
a second indication message sending unit, configured to send, to the macro base station, a message indicating that the service transmission function between the macro base station and the user equipment fails to be opened or closed when the service transmission function fails to be opened or closed.
46. A control system for a small base station, comprising: the user equipment of any one of claims 26 to 31, the macro base station of any one of claims 32 to 42 and the small scale base station of any one of claims 43 to 45.
