the control surface module is used for reading and storing the Global eNB ID of the eNB configured in the network management configuration system through a control surface instruction; the method comprises the steps that a PLMN ID list of PLMNs supported by cells under an eNB is configured in a network management configuration system according to identifiers of operators to which the cell resources under the eNB belong, when the operators to which the eNB belongs also use the cell resources, the PLMN IDs in the PLMN ID list are the same as the PLMN IDs in Global eNB IDs, and when the operators to which the eNB belongs provide the cell resources for other operators to use and do not use the cell resources, the PLMN IDs in the PLMN ID list are different from the PLMN IDs in the Global eNB IDs;
and the signaling interaction module is used for filling the PLMN IDs in the Global eNB IDs of the eNBs in the signaling message into the stored PLMN IDs in the Global eNB IDs in the signaling interaction process.
