冲刷节约装置的概念在于自浴盆回收水。每次沐浴平均会使用30至50加仑的水，这些水将直接流入至污水管道中。与此同时，马桶却使用新鲜的水来冲刷人体***物。收集并重新利用沐浴所用的水来冲刷马桶。，此可将家庭用水减半。
本发明的概念基本上在于充分地利用新鲜水。
据悉，尚未有人想出本发明的概念。
本发明的概念在于充分地利用我们最有价值的资源之一－新鲜水。通过将沐浴所用的水转移至存储罐中，可使用泵将所述水吸出。所述泵将水推至马桶中，同时将其中某些水存储于压力箱中。此压力箱能使所述泵启动以及停止。这样，使泵仅在冲刷马桶时工作。
第一个障碍是找到存储洗澡水以供以后使用的方法。要存储多少水、以及如果有过多的水怎么办。以及提供替代后备水源，以防没有足够的洗澡水，从而防止马桶泵及压力箱中的水用光。
在罐内，该罐容积的大约三分之一为低水量存储区域，且当没有足够的洗澡水时，浮阀将会降低。这会使阀开启，使水能够自新鲜水压力管线流入。由此一来，将始终有足够的水来使所有部分正确地发挥作用。
本文认为60加仑的存储罐将足够。这将能够容纳来自大浴缸的水，并仍为后备水源留出20加仑的容积，从而能够在冲刷10至20次后才需要使用新鲜水。在大多数家庭中，无需经常打开新鲜水浮阀。
如果存在过多的洗澡水，则其将在存储罐的顶部附近溢出并流入至主污水管线中。
到目前为止，此***是基于自浴盆至存储罐的重力流。当无法依靠重力来进水时，参见插图#16（图A）。在此种情形中，将使用第二泵（图B）自浴盆吸水，水会自泵中被推至存储罐（图C）中。此后，其他部分的工作均如上文所述。
