Ein Basisaktivteil 6, welches den Leiter 4, die Folienisoliereinrichtung mit den Kunststoff-Elektro-Folien 3, Steuerelektroden 2 und die Erdelektrode 5 umfasst, ist durch einen Schrumpfschlauch 8 hermetisch von der Umgebung getrennt. Ein beim Stand der Technik angeordneter Spalt 508 (siehe Fig. 1) ist nicht mehr vorhanden. Ebenso ist ein beim Stand der Technik vorhandener Isolator 507 (siehe Fig. 1) durch Silikonschirme 7 auf dem Schrumpfschlauch 8 ersetzt worden. Die Hochspannung wird an einen Anschluss 9 angelegt, und eine Hochspannungs-Elektrode 10 hat das gleiche Potential wie der Anschluss 9. Ein Anschluss 11 an den Transformator ist durch den Leiter 4 mit dem Hochspannungs-Anschluss 9 verbunden. Die Steuerelektrode (Erdelektrode 5) ist mit einem Flansch 12 verbunden und auf Erdpotential 13 gelegt.
