Abstract
1/1 resumo mecanismo de controle de congestionamento e balanço de carga de rede de acesso (an) de sistemas de inter-rat trata-se de um sistema (24) e um método (40, 54, 68, 77, 92) para realizar um balanceamento de carga e controle de congestionamento entre uma tecnologia de acesso por rádio (rat) primária (27) e uma rat secundária (28). uma mensagem de difusão é enviada para todos os equipamentos de usuário (ues) (34) que operam sob a rat secundária. se a rat primária estiver congestionada, um indicador de congestionamento na mensagem de difusão impede que os ues de modo inativo realizem uma resseleção ou comutação para a rat primária. até mesmo se a rat primária não estiver congestionada, a mensagem de difusão ainda pode incluir outros parâmetros, tais como um ou mais valores de probabilidade, um identificador de grupo para os grupos de ue e um temporizador de retenção. os ues inativos na rat secundária que geram valores aleatórios específicos quanto ao dispositivo que são iguais ou maiores que o(s) valor(es) de limiar de probabilidade aplicável(is) podem resselecionar a rat primária. se um ue inativo falhar em tal teste de probabilidade, o mesmo não pode resselecionar a rat primária novamente até que o temporizador de retenção expire.
