The ring shaped square pier has a center line 73, intersecting central points 79 of cross sections taken vertically 76 from the square shaped pier 43. The elongated pier portions 56 comprise four crate-shaped structures 59, each having a cross-sectional configuration, taken vertically, substantially on four sides.
