Abstract
The device (10) has a rotor that is freely turn around an axis relatively to a support (21), and a reducer with an inlet unit driven by the rotor. A one-way clutch (40) is provided between the rotor and the inlet unit. The clutch is arranged in a manner, so that the inlet unit is turned in a single direction irrespective of the rotation direction of the rotor. The inlet unit deforms a toothed flexible band without turning.
