PURPOSE:To let the stirring of molten metal at the end period of blowing be done sufficinetly and improve refining efficiency by making combined provision of the double pipe nozzles of the specific shape to the underside of the steel bath of an oxygen top blowing converter and performing gas blowing under the fixed conditions. CONSTITUTION:In the operation of the top blowing converter, the production of CO decreases owing to the decrease in the C content and the stirring action of the steel bath by CO decreases in the end period of refinng. In order to prevent this and improve the refining efficiency of the converter, a plurality of double pipe nozzles of such shape, size and pressure conditions as to satisfy the formulas are provided to the underside of the steel bath and one or two more kinds of inert gasses such as Ar, Kr, Xe are blown into the steel bath through the slits 5 between the inside pipes 6 and outside pipes 7.
